What could we build?
If a body cannot live in the open, a habitat is the next question. Engineering can try to rebuild pieces of Earth. Gravity, distance, and a world's own chemistry still remain.

None of this is a default setting of rocky planets. It is a particular history. When we ask if we could live somewhere else, we are asking whether we can rebuild pieces of this history with machines.
Keeping this world livable is now also an engineering problem.
